The party, which will be headed by Culture, Sports and Tourism Minister Hoang Tuan Anh, will be greeted by Olympic Council of Asia (OCA) President Sheikh Ahmad Al Fahad Al Sabah when it arrives in the Kuwaiti capital.

Also in the visiting party will be the Deputy Minister of Foreign Affairs Nguyen Phuong Nga, Deputy Mayor of Hanoi Nguyen Thi Bich Ngoc, as well as the Vietnamese Ambassador to Kuwait Bui Quoc Trung and various National Olympic Committee officials. 

The OCA has already extended its "warm welcome" to the delegation and expressed its satisfaction about "all the requirements, preparation and cooperation" related to the 2016 Asian Beach Games due to be held in the coastal Vietnamese city of Nha Trang.

Following a number of other meetings in recent months with national Governments of countries ranging from Turkmenistan to the Philippines, the OCA is also confident that "great cooperation between OCA and the Vietnam Government will produce a good positive outcome".

But, considering Hanoi pulled out of hosting the 2019 Asian Games due to economic pressures last week after being awarded hosting rights in November 2012, repercussions of this decision will surely also figure highly.

When making the announcement that they were pulling out in a statement posted on the Government website, Vietnamese Prime Minister Nguyen Tan Dung claimed the country will "quickly work" with the OCA to speed up the withdrawal process. 

A decision on which city will replace Hanoi is due to be made on September 20 with Indonesia the current favourites to step in as replacement hosts.
